In the late 1990s, the FBI selected 13 core loci (or STR positions along a DNA strand) that have to be used in any DNA tests submitted to the CODIS database.
Although the FBI developed the system as a criminal justice tool, its strict CODIS rules have become a standard used to judge any lab that performs DNA tests, including those performed for establishing paternity or other family relationships.
